I've noticed that many of the decisions for Muslim rulers expire upon the death of that ruler. It would be worthwhile to have that be the case for many of the Christian religious decisions. It seems strange that you should be locked into being more tolerant or more intolerant of heretics, for example, for the entire game, based on the ruler's preferences back in 1460 or so. The decisions themselves might need to be rebalanced in consideration of that.
Also, it might make sense to add some restrictions on them, as well. For example, if you're going humanist, oppressing the heretics doesn't seem to make much sense.
Finally, given how many people avoid the Counter Reformation decision because of the penalties, perhaps that could be reworked into additional papal actions that you could spend influence on, once the CR triggers?
