Ok, so I've had two goes with this as Sweden trying to change to a merchant republic. The only Merchant Republic left that is accessible for me is The Hansa. In the first war, I completely wiped the floor with them and even at 100% score they would not accept my concession of defeat to change my government having a -1000 penalty for 'not interested in demand' (or similar). So I went for round two, and in the intervening time they managed to get themselves an ungodly set of alliances, so decided to purposely lose this one and try and peace out at various points, alas I am still getting the -1000 penalty no matter how many ducats I throw in the deal, and my 'empire' has been decimated in the war...
A bit confused, I remember doing this in an earlier version but haven't tried this recently, so has this changed?
Of course, the other option is to accept demands of some peasants but I thought that made you a Noble Republic, which of course doesn't get access Plutocracy IIRC. Is it then possible to switch from a NR to a MR?
