Gameplay reasons:
Most Altaic nations don't have any incentives to expand in any direction as they lack formable nations or any events/decisions/missions that would guide them - with the exception of forming the Mughals as a Kyrgyz or Uzbek nation and the formation of Bukhara (perhaps Kyrgyz and Uzbek nations should not have access to Yuan, Kazakh also seems more geographically fitted to have access to Form Mughal Nation decision than to Yuan).
Giving the Mongols a chance to restore Yuan would also be a nice possible goal for players that enjoy a bit of an underdog strikes back story, like Byzantium or Granada.
