Meissen is a leftover tag from EU3's 1399 start date. It does not exist at any point in time, it has no cores and it has no chance of appearing (since there are plenty other Saxon nations with cores).

Cuba - Haiti is currently the only formable nation in the Carribean;
Texas - it may not have been independent for long, but it has some historical basis and Colonial Mexico often ends up with colonies of multiple nations;
Califormia - the California region has no formables;
Alaska - same as above;
Uruguay - Brazil is a huge region and could use two formable states;
Missisipi/Missouri - a second colonial nation for Louisiana;
Florida - a second nation for Thirteen Colonies, obviously, USA should be chosen istead if available, but the region often ends up in the hands of 2 or more nations.
