when you are returning a core you should be able to pick which nation you are returning it to.

I'm not as sure. As Frankfurt, I conquered Berg from Cologne, and returned it to Cleves via the button.
Strange. Maybe it goes to whoever is first in the list that isn't you who has a core? I've only ever used it when only one other person had a core on it.
