To sum this discussion up in a single sentence:
We will not allow users to upload custom avatars as we did in the previous forum.
There are several reasons for this but primarily it comes down to us not having the time to act on reports not a good way to quickly screen everything that's been uploaded over a period of time. We have several hundred thousand users and even if a only a fraction of these uploaded custom avatars, it would be a major undertaking to moderate it. Plus, let's remember, we quite often do special avatars only for users who own a specific game, if we allowed custom avatars it would loose its special status.

Also to further Clarify, We have NEVER allowed user to upload custom Avatars, I always did it manually and that just is not possible any longer.
