Retreating units should not regain org. They should have to reorg for 24 hours before moving again, just like attacking units have to do.
A distinction could be made between units retreated by the player, and units that were forced to retreat. Those that were retreated by the player could regain org at half speed as they retreat, to simulate being rallied. Units that were forced to retreat should not regain org while retreating.
All retreaters should have to reorg before they can counterattack.
The way it is now, the side that loses the battle ends up in better shape than the side that won.
And, Paradox, you have it backwards on the Eastern Front. The Germans were the ones who were able to maintain their organization and regain it quickly under adverse conditions. In this game, it's the other way around. Once the Germans' initial high org is reduced, they are at a disadvantage because of the above issues, and the Soviets' higher org regain rate.
