Playing as Allied Turkey. My forces and the Comintern forces are fighting Germany together. I do not have military access to their provinces though.
I lost a battle in Budapest, and as opposed to retreating my troops to to any of the four provinces I control adjacent to it, my troops retreated to Soviet controlled Lucenc. I can't move through Soviet provinces back to my own, and moving through German provinces is not a reasonable alternative. I'm also out of oil.
So, this is another problem with the retreat decision algorithim - you shouldn't retreat to provinces you can't move to.
