it's when your units/tanks/aircrafts/naval/brigades begin to be build.
Retooling time is around 35 days.
So it isn't in the building time when you see 30 days for 1 division it's another 35 days for retooling. So it's 65,
Retooling time is only for the first units in the line of production. So if your building 1 division with 99 serials(or the other one) you only get that retooling time on the first the second 1 doesn't need it for it has already had the retooling time.

There's also a retooling time if you choose to upgrade units while they're still being produced.
Actually, I realised you can only retool if you're on the second latest model.
I skipped the third artillery piece (Great War heavy) and kept building medium great wars till I had early artillery (while I like the extra BUMM artillery gives, the -2 speed of WW1 heavy is too much) researched, wanted to retool, the option was gone. Should have retooled a day before I got early artillery to WW1 heavy, and then a day later to Early. Lession learned
