I think the retooling penalty is too severe, and it should be made adjustable at game start. For example as (Germany 1936), when medium tank research is finished in late 1939 and PzIII becomes available, one is forced to abandon the PzII under construction and lose the gearing bonus (only one has been built anyway) and pay another 72 days of retooling if one wants to change production to PzIII.
This is a bit much, considering that this means that few or no PzIII tanks will be available for the French campaign, and considering that the German got a lot of tanks from the Czechs and many German tanks (especially tank killers) were built on Czech chassis that did not need retooling.
In any case I find the 70+ days of retooling much too long, and I doubt that it actually took that long to change a production line from one tank to another (same for aircraft). The retooling penalty could be useful as an adjustment to game difficulty, but it should not be imposed on the player.
