Does anyone know how these governors apply their buffs? I just tested the price of a new fleet with/without this governor and a 12,500 alloy fleet only dropped ~100 in price. It doesn't seem to apply to the whole sector as I had 3/6 shipyards in this one, but even 10% of 1/6(single shipyard in the system containing my only world in that sector) of 12,500 should give me twice the bonus I received.

Doesn't seem like a good pick until you replace all your governors with these guys, but that seems broken in the other direction as the bonus applies immediately and you can turn them back to your regular boss after you purchase in bulk.

On a side note would love for there to be a maximum hyperlane range from which a fleet will draw reinforcements from so my lonely base at the end of a spiral doesn't send 1/3 of a new fleet on a quest across the galaxy.

I never really liked un-buffed governors much except the intelligent one. I will keep a fleet admiral on my fleet yards, intelligent on research ect... I do use the builder governors when prepping a city planet now. You can check the admiral buff effect on the ship building screen on your fleet yard. Hover your mouse over the price and time symbols of each ship and it will give you a run down on all the techs, ministers and other buffs/debuffs affecting them.

Edit: level 10 governors are no joke, they are also mid to late game for most civs.
