I don't get it; why would you
not use auto-promote? The system promotes one of your generals with no penalty. Why is that bad? Are you some how penalised for having a general that is too high of rank? Is there a penalty for having a general with too high skill level?
My problem is that auto-promote in HoI2 is disconnected from actual needs. I'm enheartened with HoI3 (1)because the new system will employ multiple generals at each level, thus more generals will get more experience, and (2)the tier system will make it easier for the AI to "see" how many generals are needed at each rank-level.
I would like to see the auto-promote structure integrated with a player-plan, so that the player marks which general he or she would rather the AI should promote. Or, maybe allow the player to choose which type of general that he or she would like promoted. Say, choose to have an offensive leader promoted to General, defensive leader to Field Marshal, and commando leader to Lieutenant General.
Players shouldn't have direct control on who gets promoted. Thats not realistic.
