Retinues don't work

I don't know why, but no matter how long my game runs, I can never get retinues to show up. I have Sword of Islam, Legacy of Rome and Sunset Invasion, and I get nothing... Why?

My cap is permanently 0, and no matter what my tech is, it's always 0/0

I also don't get vassal levies either.

Although your DLCs are checked, they are not activating properly. Are you able to play as a muslim?

Well, what's your "Military Organization" tech level? Is it 0?

Make sure your DLCs are activating. You can check by the little icons on the bottom left hand corner of the screen when you start up a game.

Build the cheap troop buildings in every City and Bishopric you've got control over. Some of the better ones give you over a hundred more manpower (only translates to a percentile based on twch level, but still).

It DOES take quite some time when playing even as a "double-duke" to get your first retinue, and much longer to have multiple ones or the high-quality cultural retinue - even as a highly teched Byzantine duke, as I found out by myself these days.
If the whole feature doesn't work, and you are one of the Steam users like me that play completely without Steam, you might want to start the game once from within Steam after any patch or DLC has been applied. this has helped me every time so far.

Thing is, I do play with Steam, and all three DLC are active... Problem is -- even when I'm playing as the Emperor of Byzantium, I get 0 retinues permanently.

I use the GG version and I had to enter the ingame shop and "reinstall" the dlc from there.

Obviously this won't work if the steam version doesn't have the ingame store.

I am the king of Georgia, and have around 5 provinces.

The starting area? Then your problem isn't tech level (you should have around level 1 in Military Organization all over), but a dearth of troops all over. Marrying into the ERE and getting their help in nabbing the rest of Georgia is a must, try also to nab what little of Armenia is open to you. Then just build troop buildings. In your castles AND in the cities. There's one building in both Bishoprics and Cities that give +90 troops total, yielding about +9 available manpower. This in all your Baronies will yield a sixth of what you need for the cheapest unit.

Here's what you do:
Go to your Steam library
Right-click on Crusader Kings II
Go under the Local files tab
Press Verify Integrity of Game Cache
Wait until it's done
Try and see if retinues work now (possibly on a new game, if you load a save and it doesn't work).
