The issue was resolved with the help of the first poster. I wasn't reading the numbers of horse archers versus retinue cap.

3950 is the number of soldiers. 11420 is the retinue cap they're using. Think of your retinue cap as the available budget for supporting your retinue and stronger soldier types use up more of that budget for each individual soldier.

The tooltip is telling you that for example your Heavy Cavalry retinue is using 6300 retinue cap, not that you have 6300 heavy cavalrymen in your retinue. In fact you have 6300/6=1050 heavy cavalrymen because each heavy cavalryman uses up 6 retinue cap.

You're right, it was the horse archer retinue that I didn't get. I understand how retinue works - I just didn't realize I inherited 700 horse archers and the numbers threw me. I inherited the horse archers and whatever else - not sure, so I didn't notice how he apparently built a ton of horse archers that shot me from about 4k cap to over 11k cap.
