Restriction on releasing Free France as GER

Since U01 doesn't have no = { GER } it's possible to create a French puppet with cores on all of France which immediately annexes and then turns into the real FRA with events, giving it all of Africa too.

The restriction should probably also be added to Flanders and Wallonia since Germany has its own version of these.

How do you do that? i've never seen it happen.
