It seems a little odd that Liguria and Corsica being Imperial territory gives the Most Serene Republic of Genoa an Unrest reduction in Cafa, Azov, and Mantrega.

I'd suggest the same for the tax income bonus from the Gemeinerpfennig reform. Why would a reform of the Empire make the Emperor recieve more tax income from his holdings in Africa or Asia.

Been thinking this too, it would give an incentive to members to add the provinces to the empire, which in turn gives more authority, and more free movement in emperor wars.

Would likely mean it'd have to be a province-based modifier separate from the triggered national modifier. Could also add the opposite this way, a negative effect to any province of the empire that isn't owned by a member. That way there'll be a reason to make the AI both add and remove provinces from the empire.

Mechanically it could be a new type of global modifier (e.g. hre_revolt_risk, hre_tax_income), just like you can have a modifier that only affects tax income oversea provinces. It would be nice for modders to, I think.
