In my game i started off as a catholic count (Ruler Designer) in Sicily, working my way up i became king of sicily married a byzantine princess and became Emperor i have all of the required settlements except Rome and i have no idea how to get a claim on the duchy or the city itself. I have the County of Orievetto but i cant get a claim on Rome or the Pope's other province. i tried with my chancellor but apparently that doesnt work against the pope. Are there any other ways i can take Rome and Restore the Roman Empire? Also is it normal for raised levies not to start off with Generals (meaning i have to manually place generals) in the byzantine empire or is that a bug?

Fabricating claims should work as usual. You've just been unlucky.

Catholics cannot fabricate a claim on their religious head. You might try creating an antipope, that might make it possible to fabricate a claim on Papal provinces.
