My enjoyment of the game would be greatly enhanced if the game would be more balanced for Mutliplay.

Perhaps the gearing up for war could be delayed longer, and the Interventionism slider only unlocked by certain events (either by date or event)?

Perhaps it's an idea to include events to handicap them a bit, or let them have 'gearing up for war events' and peace time penalties on IC like the Allies have?

I like the fact that Axis is hungry for resources, and has to plan accordingly, but this system is taking it a bit to far.

Sure thing, but as in HOI1, the geniuses at Paradox are able to implement subtle changes for countries under AI control, while having different effects on human controlled countries. In HOI1 for instance, all Axis provinces bordering SU in the west were given to Germany, and US was given a small enclave in UK upon joining the Allies to help the AI deal with things. In Multiplayer, those province-changes don't happen. The same could potentially be implemented in balancing for Multiplayer.

Gamebalance is a topic in SP also. I definitly agree on the Axis weakness vs. the SU.Even on VH/F the Axis doesn't have the slightest chance. Difficulty only influences, if Ger is conquered in six or in 12 months!

The solution could be the one Kyril mentioned: decrease peace time IC for all Allies /Comintern members. Then increase IC with the start of the war.
That way the Axis has a chance when they act reeally fast, and chances for winning decrease with each month!

This is not just a thing in Germany vs SU. Playing SP 36, normal/normal, Germany is annexed as UK in 41, playing Canada in 43, SU is annexed in 43 playing Japan, and I will test a Global Conquest game as US soon.
