The decision to restore Byzantium after a successful 4th crusade is pretty neat. A bit difficult for a player who've been on the receiving end but certainly not impossible. For the AI, however, it's next to impossible to pull off even if they're in a position where they should be able to.
Let's say you start in the Rise of the Hansa bookmark. The Nicene Empire is fairly strong and the Latin Empire is reduced to Constantinople. After one final push the Constantinople is returned to the Greeks; the Latin Empire is no more and the Nicene Empire controls all required land to restore the Byzantium.
But nothing happens.
This is mainly because of two difficult requirements. The first is 4000 prestige, which is quite easy for a player but rather difficult for the AI to accumulate. Secondly, there is the requirement to personally hold Constantinople. Since Constantinople is not the de jure capital for Nicene (and the decision to revoke Constantinople is tied to the Byzantine Empire), the AI will happily grant it to a vassal and prevent itself from restoring the Empire. It would make much more sense that Constantinople merely needs to be controlled and will be revoked by the decision.
My suggestion would be to exclude the AI from the decision altogether and instead trigger an event when an AI ruler of the Byzantine rump state (Nicene, or the dynamically spawned one) controls the required territory and the Latin Empire has no holder. The effects of the event should be the same as those from the the current decision.
