Maybe I just suck, but with a lot of nations, it seems I start with so much industrial capacity that even at 1:1 trading ratios, it's impossible to maintain a positive balance of all four resources, even with conversion. And I don't see any way to dismantle my own IC.

Am I overlooking something, or else how have you solved this problem?

Upgrading your provinces will bleed off alot of excess IC. You can also "waste" alot of IC by pouring the excess into Research and Builds; as long as you don't have too much cued up there already.
