Playing as France in the '36 scenario. I got kicked out of Europe, but Vichy never happened.

All in all I'm pretty happy with the way things are going (at least I was until Japan DOWed me and showed me the door in Indo China), and I've been able to keep my production at >40 ICs throughout. Now it's all ground to a halt however. My capital is in Algiers, and has been there for a longish while, but for some reason resources are piling up in Tunis. 9999 steel and rubber! My industry desperately needs that steel, but it's not being used. It seems to me it all went to the dogs when I lost Indo China, but I can't be sure. I even tried setting up a 500+ ship convoy carrying that steel, but no dice. The convoy refuses to carry more than 20 steel. It will happily carry 100s of units of oil, rubber and coal. 20 steel is also what I get every round without the convoy running, even if my production is about 140. My territory is almost exclusively in Africa, so all my steel _should_ have a land connection to my capital. For some reason Paris is still apparently where my resources are drained from to my industry, though it's been occupied by German and Italian troops for years, with the occasional short lived allied liberation.

Is the resource system unable to cope with the moving of capitals?

Vichy *never* happened. I guess the German AI elected total conquest. It's now 1942, and the Allies control the *entire* African continent. So yes, I own Algiers.

I'm sorry to push this to the top of the stack like this, but I'd like to see this adressed. Is it a bug or does it "work as designed"?

To reiterate:

Industry supply seems to be traced from my now occupied capital. My present capital, Algiers, doesn't seem to be "getting any" (not entirely true - it gets 20 of the 145 steel produced, so I'm still putting out in the area of 10ICs. I should be getting >40).

All my resource producing provinces have a land connection to my present capital.

Steel is piled up in great masses in Tunis, but is not being used, and can't be transported by ship (except for the above mentioned 20, which gets to Algiers by land if I kill the convoy).

You know, if you could send me the game file, i would be able to better actually LOOK at what the hecks going on with your situation :) Then after i study it, i can put this to rest for you. :)
