I'd like to be able to give resources to some countries, even those I'm at war with.

Mainly this: Rus is kicking Ger tail, and it's only summer '41. I don't want a communist west europe, so I want to give Ger some resources even tho I'm at war with her.
I go into the save file and find 'ger={' and about a page down to "home={ supplies=382.967 etc}", but it doesn't seem to stick. I've set all the resources to 100k, 500k, 1 million, and 2 mil, but it doesn't seem to make a difference. Rus is still beating her back, and about a month later I look at the save file again and all the resources are back to more-or-less where they were.
I've found a cap to the number of resources I can give myself (a bit over 2.2 mil), but I don't give Ger that much. Is there another check in the program that prevents an AI country from getting many resources?

How do I give resources to any given country?

You need to find their home province (shown as capital=XXXX under country) in the code, and add the resources to the pool. If Germany is getting its ass whooped in 41, then adding resources will not help it. Once USSR gains momentum on the front, Germany is doomed. What you need to do, it get Germany to build numerous units. Find Germany's military construction, pick a INF or ARM division, make it size 10 or 50 or whatever, and then make the progress that many times larger then duration. Over XXX next days, that many divisions will be built, and then you can hope for Germany to stem the tide.

Yeah, I miss-typed, it was '42. But not all that much difference really.

I found the 'capital=' and 'acting_capital=' lines, and then just a few lines down is 'pool=', but it's empty. I probably would just copy the content of the 'home=' section immediately below it, then modify?
Adding resources has helped before, mainly when either supplies or oil/fuel was low I think. But all those were much later, and rus was just holding them without making many gains.
What's really puzzling was right after it was modified, I entered the game as ger and the amounts were there. Then after about a month back in my own country, I checked and all the res were down to normal. I.e. it either deleted them, or it burned thru 2 million supplies, energy, etc. in a month. I don't think even ger could do that. Not with all the res anyway.

And thanks. I'll give it a try with some long infantry lines, and maybe an arm or two.

You have to to go to province, not country. As in find lines such as
1861=
{

And add to the pool there. Max in the pool is 99999 of any resource - if you have more then that it will simply vanish.

Iirc there is a command you can type in the console window that puts the province I'D number on screen. That way you can use the find function in the code to locate that province much faster. I don't remember the name for it, but someone here will.

(shame about the cap tho. several countries can easily hit that <via natural means!> on several items)
Several countries regularly hit the cap in a normal game. The US can easily max out just about all of its resources unless is sells enormous quantities. The Soviets can do likewise unless/until they build a lot of additional factories. Even Germany can quickly max out its Energy stockpile unless it spams sell offers to just about everyone. In several games with GER, I maxed out Fuel (which is absolutely absurd for Germany, in contrast to the severe shortages it suffered historically).

In essence, resource allocation in this game was badly handled, and the quantities were set to handle the late part of the game, not the earlier 2/3. By the time it reaches the last couple of years of the game, the numbers are already way out of the ballpark.

If you enter tdbg via the console you will enter a testing debug mode. In this mode you can get any province's number by mousing over it.

but another thing is, if you aren't running your country, the ai does. and totally completely messes up the organization of the units that took me hours to put together. even if the clock doesn't run, it still does it.

Also check the Germany's MP. If they have 0 MP you can give them all the resources you want they will loose.
how do you 'tag over' to a country
Just select that country when you load a save game. Stay in pause, or the AI will messed up your country.

pause the game
open the console
type Tag GER (GER for germany or whatever 3 letter acronym for the country you want to 'play' as for a moment)
- you'll switch over to Germany. Since the game is paused the ai isn't going to do anything to your actual country...yet
Do your changes to Germany. Use the console commands like 'Manpower ##', 'Supplies ##', etc etc listed in the console commands section of the Wiki
-You can also change around their production and research queues usually and the AI won't change it back, in my experience. You can't move their troops though, since they'll usually order them back to whatever theatre or whatnot they had those troops under
Once done, open the console again
type Tag ABC, whatever country you were playing
If you're trying to simulate a trade of materials, now enter in all the console commands you did for Germany, but use negative numbers.
Unpause the game
-The ai will have not messed with your country, and Germany should have all those resources available to them without futzing with saved games. Supplies will take a few days to trickle out to the \fronts, but ai supply system should handle that
