Hiveminds use minerals to do research, and not consumer goods. Yet, hivemind's mineral shortage does not reflect this fact. It doesnt give 50% malus to research.
Exotic resources are synthesized using minerals, yet mineral shortage also doesnt reflect this fact by giving 50% malus to exotic resource generation.
All buildings use energy as upkeep, yet they dont have a malus to production if energy shortage
