Do puppets only stockpile 1000 units of whatever resources and transfer the rest to you? I am thinking about creating Ceylon, Guyanna, and the Ukraine as resource puppets as Germany to feed the war machine.

Ok, thanks, it's clear now.I did not suggest that any developer should make changes to the game. In playing, there is option I discussed to avoid some land-locked puppets done only to get around AoD's particular handling of how resources from puppet can flow... or will not flow.
