I keep seeing documents like these arounds here, during certain time periods... but thing is, while these can be helpful, and while I thank you for posting them - you miss some crucial points.
1º Libyan oil was only discovered in 1939.
2º Your screenshot only shows production in 1936-1938
3º Italy was involved in getting fuel from multiple sources (not just crude or shale) after all the sanctions they suffered from attacking Ethiopia
4º Your charts only show production of crude petroleum and shale oil

There are a lot of alternative paths in this game . What if we weren't like Mussolini and decided to make a big investment on heavy machinery and start prospecting oil in Libya?
Also most prospecting choices the player has in this game, never actually occured during the game's time frame. Sure, the deposits for X resource were there, but rarely did the country invest on them during this period (ww2 wasn't really a period for investing in businesses, you know). Portugal for instance can invest in Oil in Angola, and oil only started coming from Angola by the 60's...
Now check Italy... They pratically get almost the same oil as Portugal but the Italians started getting oil from Libya on 1939... And could had gotten way more if the proper funds had been allocated.
As a major, I gotta confess I find it pathetic that Italy got almost no options for oil prospecting. Even Germany got it, on their own cores!!!!
