It seems my resources go insane. I'll have a surplus of 30 or more energy then it will swing to negative.

With the previous version you could figure out "Ok, 8 planets have new pops coming up, I need some more food then 8 building for them will be X amount of energy upkeep. Now it seems there is no clear connection between the two.
 
It's all about how balanced you handle your districts and buildings. If you build alot of excess jobs than you have pops then they will periodically shift around month after month based on their preferences or what they think your empire needs in that moment. If you want more control of things without having to manually put focuses on each planet then you need to have very few open jobs at a time. It can certainly be frustrating to learn though, and the game does make you feel that since you have a open building slot that you should fill it. But ultimately that is why its a orange symbol instead of a red one. It's not nessesarily a bad thing to have a open building slot on a planet. I wish they would make the unemployment icon for when higher tier workers need to downgrade to a lower tier job would also be orange because it makes you think there is a problem but for some empires the switch from specialist to worker jobs isnt that long of a process and isnt a big deal. I think players with OCD (not that you do) might have a harder time adjusting to this new system because of all the icons that pop up that don't necessarily need addressed right away. It took several games for me to get used to the new balancing of things but now the game feels a bit more rewarding than before.

If it is energy credits that is having huge swings then you are probably having rolling black outs. If you don't have enough energy credits then some of your buildings are going to shut down for a month. This will create a surplus of energy for that month. The next month they will go back to work and energy credits will shift back to negative. If you are in the middle of something that is energy intensive like colonizing a planet then the shifts could be quite large.
