Missing Industry

I build several factories in British territories and the counter for Industrial capacity did not increment when building the first additional Industrial Capacity. Nairobi would be an example.

Please keep tabs on your threads. Do not just post a vague problem. Be thorough. Threads like this will be deleted.
If the issue happens 3 times, its a bug or you dont know the game mechanics yet At any rate, follow up with replies like "nope, sorry i figured it out etc etc etc"
