When I try to load up the game, it appears at a resolution larger than my screen; the settings menu is unreachable because of the scale. Any way to fix this?

you probably have WIN 8 or 8.1 and the default desktop resolution seems to be set higher than 100%.
You don't have to turn that back.
Go to your ck2 game folder in the Steam path - right click ck2game.exe - properties -open the tab 'compatibility' and check 'Disable scaling on high DPI settings'.
