I am playing Austria in IGC 2.3 with patch 1.09 of course and i went to war with Thurningen and its allies Baden and The paletant.

Anyways I took over Thurningen and Baden only provinces and i tried to annex them. But the basterds wouldnt agree to my annexation proposal even though they are completely beaten.
How can this happen??

They might still have a beaten army marching around somewhere. Kill'em and try again. And make sure, that you have forced annexation turned on in the options menu.

It could be that each of them is waiting for the other to come to its rescue, without realising the other is in the same boat. And, of course, they might be hoping for help from the Palatinate. Negotiate a separate peace there, and you might have more luck.

They haven't knocked over one of your provinces while you weren't looking, have they?

I'm having no luck with vassalization/political annexation. I (England) keep running Hannover (with Royal Marriage and military alliance) up to +200 relations, then when I try to vassalize them, they say piss off and drop to +170. What should I do?

I am Assuming you have them in an alliance and have a royal marriage. I do not attempt vassalization/annexation immediately after being rejected by the minor contry. I usually wait for a year or two after they reject my proposal before I attempt vassalization/annexation again. In my experience there is a good chance the minor country will accept vassalization/annexation on a second or third try.

also remember to keep an eye on your monarchs diplomatic skills. if he/she is "poor" or "average" the nation probably wont accept vassalization/annexation unless you are enourmous and have large armies while they have 1 - 3 provinces and almost no troops. i usually wait for a monarch will a good diplo skill to come along before making a vassalization/annexation offer. or if you get lucky you might come upon a random event thatboosts you monarchs skills for a certain period of time. if you do indeed get this event, dont hesitate to act on any nation you feel ripe for vassalization/annexation cause if you are semi-powerful and you have good relations with that nation they will almost surely accept. hope this helps. :)

This is the biggie. A monarch with diplo skill 1 probably couldn't even persuade himself to join his empire :D
