So long as its abstracted and you don't get involved in attrocities from either side I see no problem in games terms in including them. (Whether it is a defensible moral position to ignore said attrocities is another question but as Paradox have made their views quite clear on this subject, it's not one I propose to discuss)

Many world war II games have partisans. Perhaps a system like WIF where partisans were abstracted in the extreme, or perhaps they could go for the same system as SSI's Barbarossa which had counters for partisans and conditions for alliegence and locations for movement etc.. Both worked very well.
