Becuase You get 19 regiments of rebels fighting on YOUR side. These are Your countries patriots, rebeling in a province thats occupied by enemy, trying to get it back to You. Unless You have problems with manpower/cash, this is the better option.

well, I assume that in some cases it is assumed that a player will read the actual event text before looking at the options, but that might be optimistic...
