This is true, but I advise that players be careful.

I noticed in the release patch that despite checking specific equipment and setting the garrison template to low priority for reinforcements and upgrades, I was still seeing Tier 2 and Tier 3 infantry kits in garrison forces.

I need to test it further to see if I'm doing something wrong (like not setting it correctly until after the garrisons get certain equipment), or if the game is just not prioritizing things correctly.

Already given stuff won't get removed. So I think the best way would be to set everything to No Garrision, change your equipment filters, then use garrisions again. Only then they should only take old stuff.

Very simple, it probably works like this:

1-> I have new 30 equipment produced.
2 -> Iterate through all divisions, sorted by priority and find one which lacks equipment to put the equipment on it.
3 -> If step 2 added less than 30 equipment, repeat it

The way you want it to work would be:

1-> I have new 30 equipment produced.
2 -> Go through all divisions, sorted by priority and find one that either has old equipment or lacks equipment and put it there
3 -> If in step 2 we substituted equipment instead of added missing, Go through all divisions again and search somewhere to put the equipment removed in step 2
4 -> If step 2+3 added less than 30 equipment, repeat from step 2

Obviously the second algorithm is slower, so you have to take that into account.

But that's how it should work if you make upgrades a higher priority in the reinforcement window than reinforcements themselves.

Good post ! I can only disagree with that last sentence, outdated tanks, even FT17 were very often use, rather more than modern AC, because, like you said before, it was very complicated fr partisans to deal with anything that has a bit of armor.
And a tank, even on counter insurgency missions, will not operate alone. Accompagnying infantry are his eyes

You are correct. I meant within the same tech level the tank always beats the AC and is more valuable although even older tanks are important, as they were refitted to become SPART or SPAA or SPAT. I could imagine a Panzer I doing garrison duty, but frankly, those were rather used for conversions, dismantled or used as training tanks for rookie crews. And of course, the tank does not operate alone.

Actually, the Germans gave PzKpfw Is and IIs (as well as many French tanks, mostly Hotchkiss H39s and the like) to their collaborators in the Balkans, to fight the Partisans and Chetniks with. They also used Italian tankettes and light tanks there for that role. As far as I can tell armored cars weren't used there much, probably due to the broken terrain.

Indeed, but I wanted to stay out of the Balkans and Russian Partisan wars because of the war atrocities that happened there and are therefore not to be discussed in this forum by forum rules. But I think never was newest material used to fight partisans or to build garrisons with. The material is too valuable to be sent elsewhere than the front.

I can understand Hotchkiss and Pz I as they were really outdated and still suprior to light infantry but meet them with actual battle tanks you are just wasting a trained tank crew and the fuel in the tank. They are useless against a real army. I also have read that if not being converted to self-propelled variants of guns they were training vehicles in the barracks to train tank crews in.
