Resident scholar not working?

Set Hanbali as my resident scholar, but it is not showing or how it is supposed to work?

It only allows you to invite a certain scholar without having to fulfill the alliance/subject and 150 opinion requirement. But you can still only invite scholars that exist, maybe the tag you used to invite him from no longer exists, and that's why he doesn't show up anymore.
