I resettled some dudes a while ago. When I came to resettle some more dudes, I found my policy was blocking it.

Can your policies change without you doing anything?

Bezborg mentions a specific case, but it's only the most likely exception. The overall issue is species rights not allowing it for the pop in question. There are several edge cases that ignore/break/override default species rights, even in way that should be prohibatied at the empire level. Check the rights for the pops your trying to move via the species tab and see what's wrong from there.
