Resettlement and policies?

In my current game, as an egalitarian, I have forced resettlement prohibited. However, I can still resettle pops (and I regularly do, to send the unemployed to planets with unfilled jobs.)

Is this a bug, or did I not read something somewhere and the policy doesn't mean what I think it means?

I think it's a bug. I found the same thing and made a bug report if you want to add to it.

I found the same thing and was wondering what exactly this meant.

I am using a xeno egala empire type and moving it around like I am an authoritarian its real nice.

With the new economy system it seems like resettlement prohibited would be basically unplayable...
