You can raise your military salaries but dont expect a big boost. Its kinda based on your population, type of government and probally a few other factors.

If your using garrisons, you can lower the amount of those in your cities and it will go to your reserve pool. You can also deactivate facilities to gather the manpower and/or reserve units.

I found out that your better off keeping a portion of active military force rather than reserve all of them at time of peace. This way your reserve wont get hurt as much when it is time for war.
