Yup, when you trade techs from another nation you pay the RP cost for those techs. Research will not start on a new tech until you reach 0 again.

Yes, promote clerks of your national culture(s). Clergymen work equally well until you discover Darwinism (IIRC), but lose much of their efficiency then, while clerks gain some.

Yes, uncivs get a hardcoded 10% of the RPs they would get with the same POP structure if they were civilized. If you were civilized, you'd get 0.90 RP/month instead of 0.09.

As of VIP:R 0.2 we have developed background events in the mod that work around this very strict malus by granting boosts to RP generation to uncivs while they are unciv based on their literacy level, with increases as new levels are reached. The result under VIP is that uncivs at max can produce about 70% of the RPs they would make if they were civilized at that moment in the game. These bonuses are then removed on civilizing to restore balance since the 1/10 hardcoded malus is removed by the exe when you become civilized. Results may vary, but nations like Siam and Korea can under human control become civilized as early as the late 1880s based on beta tester experience, and even Sokoto can get civilized before the colonial onslaught of the late 1890s hits its region.
