A quick question: starting as Sweden and maxing out all the relevant sliders and such as I can see, it still says it will take 5 years to research the first tech. Is this WAD? Research seems to be way slower than it was in Ricky.

At the start you (most likely) don't have alot of clergymen/clerks & probably low plurality too, these factors (and there might be more i havn't figured out yet), all contribute to your tech speed. usually my first 2 techs take a while, but after a while i get some clergymen & plurality raised and my tech speed increases to roughly the rate it was in vicky1.
It is slower to begin with, though later on it becomes a lot faster than in Revolutions, so it balances out, just about. It also encourages a player to choose carefully what techs they want, which I think is a good idea, personally.
Each percent of Plurality increases research speed by +5%, so Plurality is clearly the best way to speed up research.
Ideological Thought tech (and the one after) are very good at increasing plurality. National Focus on clergyman and education slider at max also help, SLOWLY.
Where does education efficiency come in to play? Does it increase the speed you improve literacy with the knock-on benefit that literacy gives research points?
Yes, but there is a caveat, in that increasing plurality makes your POPs much more aware of political issues and concerns, and increases their demand for change. If you are trying to play a conservative, and in particular, a reactionary regime, encouraging plurality is the last thing you want to do, because demand for reform will grow quite rapidly and, if your upper house refuses to reform, the result will be revolution.
