research plots

hi there
is there anyway to increase the technology research plots of a nation?
I thought that for all 10 base IC plot, one more plot is open. my base IC was 20, increased it to 30 but I still can research two technologies at a time.

It is every 20 IC that you get a new tech team.

Note that is base IC not modified.

So theoretically, if you wanted a small nation to have all of the research teams, you just need to give them enough base ICs and then a large negative to effective ICs, however, this could lead to major problems (oh noes! Uruguay has annexed the US!)
