Born 17.04.1879, died after 1934 in emigration in Manchuria.

Since 1918 in White Army (Eastern Front in Siberia) as lieutenant colonel, in 1919 - colonel, in 1921 - major general. Chita’s chief of police from 18.11.1918 to September 1921.

He died in 1934 IRL.
Yes, but 1935 is the End Year, so that means that he won't be available in scenarios that starts in 1935 or if nations is released in 1935. This looks ok to me (better to give him a few more months at the end of 1934 than to retire him earlier).

The retirement Year is 1955 (which is the standard 76 year of age for leaders) because I don't have information on his death, I don't know if it's caused by natural causes (in which case it would be 1935) or by events. Since I don't know, I'd rather let him die later than early.

I think it's mistake or fiction in book. I know only ataman Alexander Sutulov from Don river area.

Majority of Whites leaders in Far East from cossacks. This caste had unique military ranks.
For example, "colonel" Berezovskiy in WW1 successively commanded cossack regiment and Siberian cossack troops (it was position for infantry general).

I think this guy is fictional, but maybe worth to search in russian sources after him:

Colonel Sjipailow (german transcription), security chief under Sternberg. No forename known. A very mad, sadistic guy, get free Hand to kill red spies and traitors in the army of sternberg after sternberg separated from Semyonov (after he starts with the Liberation of mongolia). Killed by Sternberg after he become too mad - even for sternberg.

Source: "Ich befehle!" - a german novel from 1938, but the writer Claims that it is historical accurat, he added a source Directory, but with a lot of undetectable sources 'cause some of them are no longer avaible since WW2 and others are just "reports and records of survivors of sternbergs campaign in mongolia" without detailed info about names etc.

In Russian: Леонид Викторович Сипайлов (or Сипайло)

Leonid Viktorovich Sipaylov (Sipaylo) - colonel. Can be add as Minister of Security (prince of terror).

Sipaylov served under Ungern-Sternberg command, after that he was in Chinese prison (war crimes). In the 1930's he was released and lived in Manchuria.
