I've played HOI and HOI2 for a good 3 maybe even 4 years now, but i've always wondered what do Research Modifiers actually do? As i've never known i fail to research them but i've lately wondered if they, as it says "Research +5%", does it mean that it researches 5% faster or does it mean that it's 5% cheaper or something along those lines?
