When playing a medium state as Two Sicilies.. how can I optimize research?
When I do war to conquer new provincies..I must always reduce the budget for research.. so after years the other nations have better tecnology than me.
How you do?

How you do?
It depends on the country's starting literacy rate for me. The lower it is, the lower edcation costs are, so playing as a low-literacy country means you can keep the spending at max, whereas it become more expensive the higer literacy gets.

As a medium state, you can optimize research by making sure to promote your largest national culture POPs to clerks, and leave the rest as craftsmen. Non national-culture clerks don't produce research points.

Oh, well, I always give good work's for minorities too, and now it's told
that it is not doog for research. There is three important culture technologies to do better research. Biologism will give you techhap in about 1880 and after that you get good bonus taking off Glersy pop's and making more Clerks Pop's.
Positivism give 10% more effiency and there is one more, but I don't remeber name of that, it's after positivism and give also 10% more effiency.

I’m not sure why you’re reducing education funding. I’m currently play the 2-S’s and I’ve been able to keep spending at max except for one short period. I’m pretty aggressive too.

Also, be aware of your national value. If it is order, you will research military techs faster, if liberty, the non-military ones. If you have an event that changes the national value, you can use that to plan accordingly for an optimal long-range strategy.

but it'll never research faster than in a year?

The strategy for tech develop, in my experience, must revolve around tech trading. As a small country, you won't be able to churn out RPs early very well; you've got to work on getting enough of an industry going that your RP output is about 1.4-1.5. This should begin generating a surplus. Above .7 or so and you get a surplus over the time it takes to research, but this will be invested in you next project.

Once you have a surplus you can begin trading for techs you don't have. This will level your playing field and allow you to take a lead.

With the 2-S’s you should be able to keep education funding at the maximum, as I mentioned. My guess is you’re spending too much time in wars with little strategic value (and so not worth it). Also, ask for war indemnities. They can make a big difference if you’re struggling with your economy.

Close the ammo and can goods factories as well.

I suggest starting research with economic techs especailly if they improve tax efficiency. Money is crucial in the early stages of the game becuase it's hard to get and every bit more helps. if you have alot of coal. the tech that gives pitcoal and coke increase coal production 100% between the two of them so that can lead to a fair amount of cash.
