Introduce a new policy type, proposed name: Research focus.
Proposed prerequisite: Tier 2 tech (Statecraft area probably).

Proposed prerequisite: Tier 2 tech (Statecraft area probably).
Proposed options:
- Uniform effort: +5% research from jobs [and stations]
- Physics focus: +10% Physics research from jobs [and stations]
- Society focus: +10% Society research from jobs [and stations]
- Engineering focus: +10% Engineering research from jobs [and stations]
- Uniform effort: no effect
- Physics focus: +15% Physics research, -10% Society and Engineering from jobs [and stations]
- Society focus: +15% Society research, -10% Physics and Engineering from jobs [and stations]
- Engineering focus: +15% Engineering research, -10% Society and Physics from jobs [and stations]
Reasoning:
Now that Research labs produce exactly the same number of research points across all fields (phy, soc, eng), we don't really have many ways to focus our research efforts on a particular field if we need to.
Of course, each of the three benefits from space deposits, but those are limited resource and are down to what RNG gives the player.
Having a separate policy with choices bearing distinct bonuses/impacts would add another little area where we have to made an active meaningful decision, and decisions are always good.
Physics can be boosted by Black hole observatory, but it's limited to 10 per black hole and having enough of them is down to RNG; most of the time their effect is marginal compared to what research labs produce. Also, building BHOs is not an actively decision: if you have black holes, you build observatories, otherwise you don't.
Society naturally gets its boost from Culture workers and some other jobs, but it's mostly restricted to 1 building per planet. And again, it's rarely an active decision to focus on Soc this way. On most of the planets we build those monuments for Unity anyway.
Engineering doesn't have any boosts at all.
