Research and mining mandates shouldn't be all or nothing

The current Orbital Research and Orbital Mining mandate system, that expects you to create exactly four stations in every five year period, is strange, to say the least. I find myself deliberately holding off on building stations so that the next leader will have a chance to complete their mandate. That doesn't sound like something the President is actually going to do (deliberately being inefficient so that his/her successor can take credit for work he/she could have done him/herself).

I propose that you get a reward per station, which may vary based on the number of stations, rather than a reward for exactly four, so that 0 and 3 are not the same and 4 and 10 are also not the same.

I second this.

Also, I wish you would not get these mandates when you have nowhere left to expand. Going to war just to be able to build a few more mining stations feels silly.

I guess you could always be "gamey" and disband 4 stations and rebuild them...

I tried that once. It doesn't work. You have to disband them before the mandate exists or else they'll count against it.
