Requirements for female titles.

What are the requirements for a ruler to be able to grand women landed titles and court positions? I can't find any answer in the manual, nor figure it out by myself. Byzantine Empire seems to be able to grant court titles, but not land, Russian rulers can't do either, some European rulers can do both. What gives? Is it crown authority? Is it culture?

To grant landed titles to a woman you need an absolute cognatic succesion law which requiers that your cultre is basque.
To appoint a woman as your spymaster she must be your rulers wife or mother. For everyother position in the court you first have to mod the game but since I have no expriance with that I cant tell you how.. afaik you need to with remov the"female=no" requirement in some file(s).
