What are the requirements for the thrall world tech to pop?

I'm playing fanatic militarist and xenophobe, got a bunch of xeno slaves since 100+ years (current year is 2393) and I never saw the tech. I know I need the Neural Implants technology (slave processing facility + slave armies), which I have, so is there some other requirements ?

I'm playing 2.2.5 btw

A brief look shows that having a Statecraft researcher boosts the weight by a factor of 5.

I also had issues drawing thrall-world being purely xenophobe, but as soon as I shifted to mild authoritarian it popped up rather quickly. I don't know if this is just confirmation bias, as I'm pretty sure I've also seen it without this ethic also, just much rarer. You definitely need to have enslaved pops in your empire and slavery allowed in policies, after that having a statecraft expert scientist helps a lot with the draw.
