Require War Goal To Be Taken If Possible

CBs can be easily abused. Make it so that the War Goal MUST be taken if the war score allows it. For instance, if you declare war after fabricating a claim on a province - then you must annex the claimed province as part of the peace process - or otherwise white peace/concede defeat.

Guess what: this requires you to annex everyone you declare war on using Imperialism.

This has to be one of the worst thought out suggestions I've ever seen.

Attempt to redeem yourself by asking the question: what is the most commonly abused CB in the game? There are actually targeted fixes for that one.
