there is one more nation that had "special status" being part of the Baltic region of the Russian Empire.

Thank you very much, I already knew about it, I wanted to include the union jack to highlight the fact that the Khedivate of Egypt was, de facto, a British protectorate.the Egyptian flag never used the union jack, rather it should be this:
they were occupied by the United Kingdom in 1882, whilst still being a Turkish subject state. Egypt didn't regain its independence until 1922.
