Request Papal Legate Broken

Not the best use of Papal Influence but I really wanted an Inquisitor to convert some Sunni land

However I did it 4 times in a row and got a Theologian every time, now I know its possible that this is just an extreme case of bad luck but it seems ridiculous to me that it came up Theologian every time

Anyone else about to confirm or deny that there is a problem or I'm just extremely unlucky?

you should do two things to make sure this is indeed bug. 1 play different nation, 2. load later start.

see how reproducable it is

still sounds like it COULD be but not sure its ready to be submitted to bug forum yet ._.
