Request for AI coding to preserve troops for liberation war

Specific scenario in my latest game: France got a union over Spain in the late 1600s.
France has around 300.000 troops,
Spain has around 180.000 troops,
potential belligerent, Russia (me), has around 550.000 troops.

My request for AI coding is for the benefit of large vassals or nations under PU with the following logic:
If there's a war with enemies whose combined enemy strength is larger than the strength of your overlord, you should sit tight, protect its lands and not move your units and ships to help.

The way it is now, what will happen is that both France and Spain will send in their troops, Spain losing as many troops as France (or more, since its weaker in general), thus perpetually lowering its liberation chance with each war that passes.

In the above scenario, if there should be a war between France and Russia, Spain should not send its troops to fight Russia. It should wait for French army to get depleted (taking into consideration any manpower and military tech differences) and then attempt a liberation war.

The same should be true for our own PUs over large, strong nations (say Great Britain or Austria).

I disagree. Nations should either be loyal or declare independence (or perhaps refuse to join the war openly, but don't think its possible). If their troops just "stood there" most people (myself included) would just think its a bug and tried restarting the game or posting a bug report.

Why would the far weaker member of a PU be seeking independence by default? This would only be workable if some kind of Liberty desire for non-overseas PUs and vassals was introduced. Otherwise it would just be another reason to always crush the AI instead of being diplomatic.
